Strategic Operations

Having a strategic objective in mind when designing your scenario, helps keep the goal of the operations, front and center. Without a strategic objective you have a Vietnam, Korea or Afghanistan...wars that cannot be won.

Tactical Operations 

Much of the focus of CMO or any simulation is  on the tactical part of the operations.  Planes on patrol  and ships at sea.  This is where the salt water hits the hull.
